Workshop on land management and taxation in Belgrad

Municipal Urban Planners and Finance Managers of South East Europe jointly discussed about options to use taxation to deal with urban development challenges in a workshop in Belgrade from October 5 to 6 2015. Organised by NALAS – the network of associations of local authorities in South East Europe – a survey was conducted to collect relevant information about the practice of property taxes and its connection to land use planning in advance. Erich Dallhammer prepared input papers and moderated the workshop. The group identified several key urban development challenges, as e.g. financing infrastructure, empty/unused property, illegal construction, urban sprawl, energy efficiency in buildings. These challenges were linked to different options of taxation and other development instruments as especially property taxes, communal fees, transfer of property rights, infrastructure development and maintenance fee, tax credits.
